You should really watch Aoi Honoo. It fits your requirements and it's fantastic :D

Oh, and maybe the 2007 adaptation of Hanakimi? I didn't care about the main couple at all, but it was hilarious, with large supporting cast. Lots of (intentional) overacting and exaggerated expressions, but my personal favorites were Nakatsu and Oscar (aka Isao).

Ouran High School Host Club definitely fits the silly expressions category.
