Takatsu Sumio was a Japanese actor, director, and playwright born in Mukden, Manchukuo. After dropping out of Waseda University's First Literature Department, he joined the Seihai Theater Company. In 1979, after leaving the theater company Seihai, he founded the theater company Kimasha and has since served as its representative.

His wife is actress Maya Junko. In 2003, he and his wife co-authored and published "Ari no Mama".

In December 2009, he collapsed at his home and was diagnosed with terminal liver cancer. He continued to perform on stage despite his illness. He died at his home in Itabashi, Tokyo, at the age of 74.
