I prefer to watch through official streaming services when available. If there was no hope of it airing officially in the US, then I might have resorted to an unofficial means of watching the series, but I ultimately prefer to support and thank the actors in the only way I can by watching through official streaming services.

It sounds like his voice to me, and I can't find anywhere that mentions the drama being dubbed by voice actors, not even on Shadow Love's Drama Wiki page, which is usually pretty accurate when it comes to adding the voice actors for dramas that have been dubbed.
