Threatening to use people's perceived "weaknesses" to destroy their careers if they don't do as they're told is blackmail. Imo, shock is necessary in a drama whose purpose is to reveal something...well, shocking and that's perhaps unknown to many k-drama viewers but that goes on a lot in politics and the entertainment industry. And not just in Korea or the West. I think the 2 A-list actresses who signed on to this drama knew exactly what they were getting into but have probably endured some of the same attempts at exploiting them or knew other young women who weren't as strong or confident as they and whose lives were destroyed just because they wanted to be actresses.
This drama is pretty much a westernised makjang trying to be gritty and "real" but forgetting to be entertaining…

Was anyone entertained by students being abused and committing suicide in the school bullying k-dramas? Were the abuse scenes there just for shock value? All of the scenes that people who hate the drama are complaining about in Climax are there for a reason--to show how Sang-Ah's private life is being used by a master manipulator to control who wins an election.
Perhaps you're not getting the message because you're not interested in what some actresses have had to endure and why some took their own lives rather than endure it and the overwhelming shame, or the rancid connection between politics and the k-entertainment industry.

Maybe it isn't their fans who are making the fuss. And "nude" is in the viewer's imagination. Like, I see her bare shoulders in a medium close shot, so she must be totally nude.
South Korean production companies no longer make 100% of their dramas for Korean viewers like they used to. Otherwise, Disney+, Netflix, Hulu, etc. wouldn't be paying big bucks to license them to the extent they are now. Ha Ji-won returning to acting, showing a bit of skin, and pretending to get it on with a girl will only increase her already huge international fan base. And I'm willing to bet that those toxic netizens who plan to take this opportunity to cancel her are going to be very disappointed when it has no real effect.
