The ice stones fell from the sky while Jin Seol Ran and other magicians did the ritual for rain so how can she literally be the ice stone, many ice stones fell as it was hail stones that turned into ice, then ash then stone again, she was already on earth experiencing these events among many others. I remember the relics saying’ it’s her the blind girl’ and another saying is ‘it the ice stone ‘ I don’t think the relics reference to her as the actual ice stone but maybe more like the owner of the the particular ice stone that was left behind for Jin Seol ran. Maybe the relics thought she had the ice stone as she went out looking for it in the lake 10 years prior
