Your argument seems based on the premise that sign language started somewhere and spread outward from there to everywhere else. It didn't. Like any other language, sign language develops independently, and it's only in modern times of shared communication that new words/signs are shared.
Sign language is not one language, every single one is the signed equivalent of the local language.
Latin is Latin wherever it is used, even in Japan.
Likewise, ZGS (Chinese Sign Language) is ZGS wherever it is used, even in Japan.

Saying it would 'only make sense' for there to be a single sign language on Earth is the most tone-deaf thing I've read on MDL today - and this is MDL we're talking about.
Sign language, just like spoken language, evolves according to the region, needs, and temperament of the people using it. In colder climates, languages tend to have more consonants when spoken, to avoid as much heat-loss through an open mouth as possible. Likewise, signs tend to be faster in cold regions than in warmer ones.
The sign for 'Australia' in American SL is kind of rude, and it's much cuter in Australian SL, which is an example of why it's slowly becoming best-practice to use a country's own name for itself. Language is rarely about being convenient for others, or American English wouldn't have silent Ks at the start of words, would it? These languages originate hundreds of years before it was at all common to communicate with people outside of your own community.
To say 'Your minority is so small, you should give up your individuality for my convenience' is borderline colonizer-talk, and while I admit that's a bit hyperbolic, I hope you'll think twice before saying it doesn't make sense to 'bother' meeting differently-abled people where they are & holding space for their language the same way we do for people who speak uncommon verbal languages.
