He had to torture JC in a way that she could cooperate quicker (I am glad that the waterboarding process was not visible. Many viewers will still be upset, even with the paper) He had to interrogate her with questions that led her to start thinking that she needed to respond to his questions while keeping official Yu and everyone else believed his cruelty.
And he ended the successful saving (temporarily but essential) by threatening the official and pouring water down the dehydrated JC's throat.
So glad that Jiang Ci was back to her normal smart girl and understood what he had done, even still disliking him.
