from what ive seen #99999 is basically unraked, to be ranked it need to pass a certain threshold. for now chugakuseinikki only have 108 ratings counted.

wait i thought its 250 rate count, last time i checked dramas with lower than 1000 rate count appear on rating but then again i dont really know any better
edit : just checked sachiiro no one room it is ranked at #1024 with only 252 rate count
