For me being children or siglings or friends isn't a justification. My brother never used violence against me and never dared I. Some people may be ok with this behaviour, but he clearly showed he is not and looked scared and upset in those scenes. The fact that the violence is not "extreme" and doesn't cause much pain doesn't change the that : it's still violence, it can cause not only physical damage , but also mental and she is touching him without his consent.
