To me I see the reason why he said "Yes, I understand" in reply to what she told him was because at that time he understand that she's not ready to open up to him for this relationship yet. She made it clear. Honestly I felt bad for TY when she said all that to him but at the same time I liked that he didn't force it on her and just give her time to open up again.
He definitely won't give up on her, but these are just steps taking at a steady pace instead of rushing into a relationship she's not yet open up on her end.
TY is more upfront with his feelings and more direct with how he feels about her which is nice to see. You can see that in episode 23 that TY actions and what he's done had really moved her(touched her).
It's only a matter of time before her barrier is completely crushed and I believe in episode 24, is another moment where TY had make his way closer to her heart to earn back her forgiveness and giving their relationship a second chance, because TY showed her that he will go up against everyone to save her(he's saving her and going up against the entire world) and you can see she was touched by that scene.
But you know what I find funny is that when he used his powers to warm the water because he didn't want her to feel cold was like an indirect way of replying to her rejection 🤣 because YH made a comment saying that TY is a stubborn one, so yeah he's a stubborn dragon in love with her and won't give up haha.
