Yes, as I have worked in entertainment industry for years , that is ideally what they do but they have outside influence and pressure from many others. This would include those funding that specific drama or supporting its creation, the actors themselves etc. Directors and Producers have a lot of control but many others are overseeing them to judge how the production is progressing and if they are staying on budget. Directors and Producers are hired just like everyone else for the course of that production. They must answer to and be constantly evaluated by many others who allowed the project and hired them. Those people developing, funding and green lighting the project are the ones with ultimate decision making including who is cast. Sometimes Directors will quit or leave projects due to disagreements.
Ultimately the project needs to make money first so that has a great impact on decisions. If an actor is viewed as popular or successful then they will seek them out within budget constraints. However actors can be pushed too much too fast and be over exposed. Hired because of a success or perception that they will make money for the project regardless if they are the perfect person for that role. Happens all the time.

I 100% agree with you! Feminine and innocent do not equal behaving like a very young child and speaking with a baby voice. No one else around her acts that way including the other fairies. Weren’t some of them also plants to begin with? It isn’t the first time nor will it be the last time that female leads will be asked to portray a character this way. It is quite common in Cdrama’s. Exactly true as CSS later said, the mother can’t expect CSS who is 15 to be a mind reader of her thoughts or concerns. She HUMILIATED her daughter publicly and everyone will certainly hear about it. What would her future prospects and happiness have looked like if LBY hadn’t stood firm??? There was ample time when CSS was engaged before to talk about noble families and infighting etc. plus CSS IS more capable of handling much of this than a Yangyang type who would get run over in no time. She is smart and cunning and that is how she WILL survive.
