As an Enigma, he's quite arrogant cause he knows he's at the top of the food chain. He's also literally royality in his country (IIRC it is said his family controls cops and politicians). He's smarter than most, always one step ahead, with a solution to land on his feet. He's scheming non stop. He had to in order to execute this whole scheme. So I do think there's a notion of control and that he's used to things going his way. Not that he can control Sheng per se but he does control situations : "I'll do this to make Sheng reacts a certain way, if he doesn't do that, I'll put plan b in motion..." And so on.
How I love this psycho! For all his craziness, HuaYong has this cute and innocent side. Sometimes his thought-process is like one of a child. Exactly. This ep focused too much on romance. I don't think Khem saying he likes Paran was earned. They had few interactions and during most of them Paran was unpleasant to Khem.
