That's the thing, I wonder if it's loyalty to NK, or just straight up Filial Piety. His loyalties seem to lie more with his father than NK per say. It seems to me Soo Ho has daddy issues.
And that is why the NK indoctrination isn't as pronounced in him compared to both Gyeok Chan and Cheong Ya. I have a suspicion he had never been quite hard as a NK spy, and probably as Gyeok Chan has said, got his position due to who his father is. You can see how much pride Lim Ji Rok has with Soo Ho.

Blind loyalty is what the party wants, and it's questionable how someone like Soo Ho even got there, if not for his father's connection. The fact that Ms. Choi questions Soo Ho, without even knowing about Young Ro, shows the viewers that Soo Ho is not seen as blindly loyal to the parties goals and THUS a liability.
Gyeok Chan rebels, because he remembers his orders from Ms. Choi, and I was in Gyeok Chan's place, I would rebel too, as a lot of Soo Ho's rationalization seem very suspiciously not in line with NK ideologies. Gyeok Chan only wants to blow everyone up, if they cannot escape the dorm, not for the fun of it. Soo Ho on the other hand has a very high level of self-preservation.
As I've said, Lim Ji Rok told Soo Ho "I need you to succeed", and I guess the unspoken words there is, Succeed, even if it cost you your life, which Soo Ho is unwilling to give.
If I was Cheong Ya, I would rather have Gyeok Chan rather than Soo Ho. I don't need to spy on Gyeok Chan, and worry his ideology is changing. And that's a big one for NK.
Why I feel Boon Ok and Gyeok Chan have a healthier relationship than Young Ro and Soo Ho

1. They have both hurt each other. Whether it is the lying, the secret identity, physical slapping, rough handling, toxic yelling, threats, betrayal, name calling. You name it, either Soo Ho or Young Ro has done it in the drama so far.
2. Their relationship began based on a lie. The foundation of their relationship is shaky due to this. She didn't know who he was when she protected him, and its arguable she may not have protected him if she knew otherwise.
3. There is an imbalance of information between the two. Think about it, what does Young Ro know about Soo Ho? All she knows is that he has a sister in North Korea who he loves, and that sister gave her that pendant she is wearing. But even then, she may have assumed that was a lie, since Soo Ho never confirmed it as true since then. In comparison, Soo Ho knows a lot more. he knows who Young Ro's friends are, he knows where she studies, he knows the name of her brother, and the fact he is a soldier, he knows she is the daughter of the ANSP director.
4. They have both directly or indirectly threatened each other's lives. Whether they are empty threats or not, we don't know, but the gun's were faced, and the intention at least was there.
5. To appear strong in front of his comrades, Soo Ho has treated Young Ro coldly and poorly at times.
6. Young Ro has shown Soo Ho, she values her friends lives over his. Although, this may be because of her own guilt, her words may cause Soo Ho pain.
7. Young Ro, has asked for things on a few occasions, like letting her go, or letting her do certain things, and he has not relented.
8. Soo Ho indirectly killed Young Ro's brother, and he doesn't apologize for it.
9. Soo Ho scares Young Ro sometimes.
10. When they tell each other things, they don't seem to believe each other.
Regardless of all these reasons, the two seem to still love each other. And they've done a few things which show they care for each other, but it's hard to ignore these toxic factors though. It just doesn't seem like a very healthy relationship.
The Case for Boon Ok and Gyeok Chan
1. Once He hears about how hard her life has been, he actually softens and starts to treat her nicer.
2. I can't recall, but I don't remember Gyeok Chan ever handling Boon Ok improperly, or being rough with her.
3. When she requested something, although Gyeok Chan didn't say yes immediately he relented easily enough.
4. She hides the ammo and cash so that Old Man's son cannot take it.
5. Boon Ok isn't scared of Gyeok Chan
6. Their relationship is not built on lies. They knew the situation beforehand.
7. There is no imbalance of information, he knows as much about her as she does him.
8. When questioned, she responds, and Gyeok Chan accepts her answer without questioning her much.
9. He defends her honor against Old Man Son.
Although this couple has limited interaction, it's already starting on a better foot than the main couple.
Hopefully we can see less toxicity from the Main Couple.

For her debut work, I don't think Snowdrop was the right choice.
Honestly she's kind of had the same face for a few episodes now, it's quite shallow and doesn't convey much emotions yet. Jung Hae In's acting I will admit has gotten better as the drama has progressed though.
A rom-com would be perfect for Jisoo, and really allow her to show her more fun side. Like that dancing scene with her dorm friends in Ep. 1 was super cute. And her dance scene with Soo Ho in her dreams was nice too.
