Throughout the drama young ro has always had people standing up for her. Namely her room mates. In fact, throughout the drama, she's never been seen as a villain. She's always being paraded as an innocent.
So character wise, Young Ro, would not know the feeling of being condescended. In fact all her guilt has been self inflicted really. Even the deaths in the show, she blames on herself without prompting.
So for the first time, she will have everyone against her. She will finally feel what it is like to be in Boon Ok's shoes.
It's not a statement saying Young Ro should sympathize Boon Ok or not. But rather, it's a plot device where the tables are turned per se.

A lot of it I think has to do with status, reputation and gender roles. Asia in general has such an expansive caste system where there are big gaps between each levels that it's easy to see why so much bullying exist.
In patriarchal South Korea, the gender roles are more pronounced . Look no further than the lack of presence of LGBTQ presence in their Kdrama. Men are expected to be a certain way, and women a certain way. Why do you think plastic surgery is so rampant.
This extreme bully culture has probably bred to a generation of south Koreans with poor mental resiliency. And this in effect causes a lot of them to see self-harm as a way out. Whether you are the bully or the bullied, your emotional state takes a toll.
It's very tragic really.
Another thing to consider in South Korea is their honorific system, which has pros and cons. Kdrama likes to romanticized this aspect by showing Unni's and Hyungs who really take care of their younger charges, but in reality, this type of a system leads to a world where the Hyungs and Unnis, who when given the undeserved power of automatic age based respect, can be very cruel and abusive, which creates a culture of normalized hazing.
