I actually think Ms. Pi is the NK spy. It would make sense given the evidence.
1. She told Boon Ok, I don't care if he is a spy.
2. She has a secret key for a secret area. Most likely a room where she can send out decoded message. The voice in the radio giving those number instruction sounds like an older lady, possibly Ms. Pi. Also, didn't you think it was suspicious, she went into her office, and then turned herself in to the NK spies during the hostage situation? Also, note she is now showing much fear of them. What we mistakenly assumed was because of her courage, may be because she is on the same side.
3. In the flash back scene we see her about to jump the river, being pushed by someone. Where have we seen this scene before? When Soo Ho was being chased by Kang Moo and he jumped into the ocean. Coincidence?
4. Did the old headmistress really kill herself? Or did Ms. Pi kill herself so she can plant herself, as headmistress. Now you ask yourself, why would she want to be? Have you noticed that Hosu Dorm seems to house the daughters of the ruling elite of SK. Daughter of a Soju Mogul, daughter of head of ANSP, which Ms. Pi knows.
5. The decoded message said, I was searched. This could mean that Hosu Dorm was searched in Ep. 1.

Sometimes I feel Int'l drama watchers will paint their opinions on how well received it is in SK. So some fans will check ratings first, "Oh it's 2% ratings" it must suck I won't watch. Or "its' 15% must be an amazing drama". So in a way, to get more int'l audiences, they should push up local ratings.
This rationale has never made sense to me, but I see it constantly on MDL.

I was thinking of It's ok not ot be okay. Which also had dismal ratings for TVN drama. Everyone keeps trying to hit CLOY numbers, but very few did.
The two closest I can think of is Vincenzo and Hometown Cha Cha Cha, which both broke the 10% barrier.
