Once a series/movie applies with the Chinese governing authority to air in China, the authority owns the project forever (at least per current rules). The producers of already filmed BL adapted novel series cannot shop them to air outside China because China basically owns the rights now. A series can have a joint Thai and Chinese production for example but still fall under normal censorship if wanting to air in China. So its not who produces it that dictates censorship but where is the project to be aired that does.

Anytime a project applies to air within country, its subject to censorship and other government rules/laws on content, length, etc. And once a production applies to air in China, the country "owns" the material forever. Production cannot ask for it back and shop it to Netflix, IQIYI, etc, because its taking too long to air or underwent too much censorship, etc. Being able to air in China and the resulting endorsement deals and so on is how Chinese production houses and actors make money. Especially if the drama is very popular with Chinese fans. Thats why "Immortality" sits in a vault somewhere unaired years after being filmed. That series would take the world by storm if on Netflix for example so if the makers could sell it overseas legally and recoup their money, you know they would have already done it.
