there is no official confessions or any such scenes through out the series, They do have an unspoken confession just in last minutes of alst epsiodes, where Hikaro understood his feelings for him, but was hesitant, as he didn't feel the same way or at least for now as he indeed was attracted to Ryo, but unable to name his feelings, so Hikaru held his hands, and he allowed it before interrupted by girls. Chika remains friends, as Hikaru apologized.

However, Ryo and Hikaru unspoken confession speaks volumes of how Hikaro actually feels much more than just friendship. And the way he confined in Ryo and last scene of them not knowing what to do next despite Ryo saying this is "this is first and last" request of anything he would ask of Hikaru, gives away that they will likely to end-up with each other sometime later in future.

It is another thing if it is lie or not, it will be revealed after investigation, but do not ever say, why speak now? I know a person who was a victim of assault (r) and "they" kept it hidden for as long as I remember, but when they saw the perpetrator has long forgotten what they have done they go crazy and decided to speak, though not much could have been done but they spoke and confronted their culprit, and that was more important than anything else there was.
So don't ever belittle the victime and wait for the through investigation. There is no smoke without a fire. Whether it is white smoke or black.
