Master Lee knows it's Uk's destiny to solve the ice stone thing, so he can't simply take action in his stead. So he lurks and tries to help Uk figure things out and take action. Master Lee keeping the secret from Uk not just gives him (and Naksu) another perspective but also protects Naksu from great pain. It gives them a second chance, with a much better mindset than what they had in part 1 (if one dies the other would also give up on life). He's a great support character, I love him.

The writing doesn't suck. If you google "acting" you can find this definition: temporarily doing the duties of another person. Danggu is the acting leader of Songrim but Park Jin is still the senior in Clan Park which means he should be the one going to the unanimous assembly, but he asked Danggu to go instead.
