I think it's definitely meant to be funny. They are lovingly making fun of b-movies and trashy romance novels. And the fact that it's clearly a parody probably made it easy for them to pass censorship.

Not really. It isn't bad exactly, it's OK to pass the time. But it's brainless manga that got too many episodes for the story it had.
