Because the popularity of actors are the main key about gathering traffics. I already said it in my previous post. IQiyi tend to playing safe after Fox Spirit Matchmaker failure. So they wanna release the other dramas that they think it would be a good match to compete with the other platforms.
Actually this is a mid-budget drama so it can be released anytime. I don't see why iQiyi keep pending this drama release. This drama has similar situation like Comic Bang. The actors are also still okay for this drama such as Xu Jia Qi, Miles Wei, and Caesar Wu. They are not high traffic actors but they have stable reputation in the industry. I think iQiyi will release this drama someday. Idk when.

IQiyi is doing well now. There is no problem with this drama. IQiyi just try to gather some traffics from other (more popular) dramas because they need to beat other platforms traffic and popularity especially Youku. Do you think this is a modern romance comedy like kdramas usually do? Also...season? NO NO NO. We need to wait again for another seasons. It's a pain to wait plus we don't know if those actors actresses won't get any scandal or tax problem in the future. Then we will be left with unfinished stories if they made it into seasons.
I am sorry your western mindset suggestions can't be applied to historical chinese dramas. Maybe 25 eps is more suitable for MODERN dramas. But NOT historical dramas.
Chinese dramas are doing GREAT in both domestic and international. They are just FINE even though they haven't reached the same popularity like kdramas yet. We have more viewers from international day by day. Chinese dramas are more recognized now than before. Even Netflix already bought more chinese dramas licenses now.
