He didn't in the end. There was (slight) character development as the mystery behind the culprit unraveled, so in the last episode, Si Mok gave him a second chance. But later, it was also implied that they will deal with him as he went back to his old ways. I don't know if this makes it any better, but he and Eun Soo did have some closure.
