The flashbacks were to 1937 which is relavant to the time period of going into WW 2. If it would have been 1920, the car would be out of place as the car is clearly a late 1930s era car.

I think there is a flaw in the script here. I do not know Chinese tax law (didn't even know they actually had tax laws).
