I think it's Gu.......so that the Tiger Roar Gang Leader goes after Meng......and after he finishes her off, Zhili can rise to the Bureau head, though she doesn't want that......his own twisted ambitions and then, he'll kill off the Tiger Roar Gang Leader and take its control direct and have more power & wealth!

Ying Gua literally played uno reverse on both of them.......ki mera rival bhi hat gaya.....aur mein Meng ki jealousy/wrath se bhi bach gaya......he played his cards right!
