They mentioned in part 1 that the ice stone could be used to bring someone back to life. Most likely it was the ice stone and not the fact that he was born under the King's star. Park Jin said that Uk being born under the King's star could be like Master Seo being born with the King's star - who ended all the chaos 200 years ago.

With all the petrified souls running around it's safe to say that Jang Uk will be the one ending the chaos related to soul shifting.

I did not finish Alchemy of Souls 1. Do you recommend I watch the 2nd without finishing the 1st?
Yes, skipping part 1 would be equivalent to skipping the first 10 episodes of a KDrama and only watching the last 6. It wouldn't make sense and you'll have missed a great chunk of the story (which by the way is amazing!)
