As someone who has spoken to alcoholics & drug addicts at institutions like Norwalk Metropolitan State Hospital who are locked up involuntarily due to their actions, with some suffering from wet brains, I beg to differ. That's why, in the USA, when you get a DUI, you're PUNISHED with forced AA meetings, etc. commonly referred to as diversion. There are a LOT of folks who are addicted who are NEVER going to seek help or REHAB without being FORCED to do so by law. Quite a few of them RECOVER and get clean & sober because of this and start a new life. I've talked to hundreds of them.
Those folks who are naïve about sobriety, & mental health, are the very people instituting policies that, instead of helping people, end up causing large homelessness problems in otherwise beautiful cities.
South Korea's problem is that they don't offer the rehab along with the punishment. That doesn't mean that the punishment isn't helpful either. It can be a thwarting device for some who don't get into drugs out of fear alone. But let's be clear here, without the rehab in the first place, not incarcerating drug offenders in that nation isn't going to make things better, in fact, it will make things worse, since there is no incentive to stop whatsoever. With that you get more cases that very well will go farther, like physical abuse to innocent people, accidents that cause innocent deaths, and if not suicide of the addict, most likely an eventual OD.

Propofol is definitely a depressant. Many use it because they have a really hard time sleeping. Like ketamine, it can cause euphoria, inhibitions, & hallucinations.
