Yes, Its common in India. In south India atleast. I'm from South India. In some states girls get married to their uncle(I personally know some one who got married to her mother's brother). This system is also prevalent in Andhra/Telegana. Cousins marriage was common in Kerala too(now this system has changed since every one prefer nuclear family these days).

I know its not uncommon to marry cousins. For eg. In India, Hindu's marry their cousins(this system was encouraged in big joint families so as not the wealth don't go outside the family). And I have read about Muslims marriages between first cousins. But I have never heard that such system existed in China. This might have existed in imperial families I guess.
