I have said, and I will repeat if it is necessary to the plot, then there is use in dubbing. It’s not lazy to dub over an accent-- it is more work to do so. Sometimes the accents don’t coincide with the plot.
English accents are entirely different than Chinese accents. In English, it might be easier to learn different accents but that is not the case for Chinese. Some people find it difficult to speak a Beijing accent.
If it is ESSENTIAL to the plot, like the main character is from Beijing, then dubbing is useful. Not all actors and actresses should be dubbed in the same language. I’m regarding the instances when it coincides with the plot. A boy from Beijing his whole life should have a Beijing accent.
The reason there can be dubbing is to bring an extra visual element while satisfying the contextual accent. “Don’t hire a southern role for a non-southern accent”, but with the dubbing, it can satisfy the needs. Sometimes actors and actresses are needed for their talents, and with dubbed voices, they can recognize the actions and satisfy the plot.

Hmm, well, the US (a country of 330,000,000) has 350 main languages and 30 dialects of just English alone.” Chinese dialects are different than English dialects. Some people consider them different languages. If Cantonese is spoken to a Mandarin-speaking person, they cannot understand it in any way. All of the words sound different. It’s not like the English “color” vs “colour” but something completely different.
Cantonese would not be present in Mandarin dramas, but there can be other dialects sort of similar, but also different.
