It all started with massive complaints from viewers in China about A-list actors salaries were becoming astronomical that it is soaking up 90% of the budget from a drama. This is ultimately affecting and limiting the production quality of a drama because the rest of the 10% now covers everything from paying off thousands of crew members, staffs, extras, supporter actors, set, props, post production and etc - So to compensate, production companies had to add episodes upon episodes of fillers to increase the overall episode count so that they can sell or license the dramas to streaming platforms for more money. It was getting out of hand, these production companies were releasing dramas in the 70, 80 and even close to 100 eps. So the hammer came down and the rest is history.
