I know this comment is old, but...just so you know this movie is based on a true story, a real serial killing that happened. So a lot of the plot holes you mentioned actually happened haha. Just not exactly the same way. The sad thing is in real life they arrested a guy and he went to prison for a long time because he falsely confessed after being tortured by police.
That's why the detective looks at the camera right at the end of the movie, he's looking at the serial killer that go away, who might be watching the movie.
BUT in the last few years they actually found the real serial killer, he was already in prison for other crimes.
