I think the king has an inferiority complex. He knows he is nowhere near the power of the founding emperor and therefore his royal line can only diminish very each generation. Their only hope is Xiao Se who unfortunately defies him at every turn. But he doesnt have any choice left. If a failure succeeds him then that means his dynasty dies at his generation, which is something his pride cant accept.

The novel doesnt cover it but after reading all 3 novels there is a recurrent theme that each generation gets weaker and weaker. The 1st prequel had like everyone at zhaoyuzen's level all of them trying to break through to become gods. Current generation is just a bunch regular martial artists.
While we dont have a clear motive, we do get flashbacks of all the bad leaders' pasts. Basically each generation is putting all of their hopes on the younger gen to surpass the previous gen and it is not working. Both the Tang head and Dark river head got beat up by xiao se and wuxin. So realistically they will never be able to take on the sword deities. This conspiracy with that evil prince guy is their attempt to wipe out all of their competitions and then remain the sole rulers of the martial arts world and maybe indirectly figure out a way to become stronger and survive.
This is also why everyone in the royal palace deep down want Xiao Se to succeed the throne. It's because he is the closest they have to their founder in terms of physical strength. Otherwise, the Xiao family will just continue to become weaker and weaker. And you can see that last episode when the emperor got mad that the evil prince guy couldnt even shoot an arrow.

I think from the previews and the episode ending scenes it is very much how it ends. The empire is basically diseased until Xiao Se comes back to save it and then it's like well, the martial arts world is more important so the MCs pick that as the important world to protect. I think thats even what happened in the prequels too. The martial arts world is always the world that needs to live while the Xiao royal family / empire is just like a guardian of this world.
