It's not about the rules, it's about the control. This is a common pattern in a certain type of government to have many rules that nobody really understands and that keep changing all the time. It will keep people's minds busy and put them in a permanent state of uncertainty. We had a similar thing in Europe with all the COVID rules, one day it was masks don't change anything, then must have masks, then special masks, then masks while sitting on a park bench, etc. None of it made much sense but it is a way to control people and make them snitch on others.

In costume dramas they kill the entire clan if one of them steps out of line, and here the clan has been replaced by the production team. So decades after the revolution, feudalism is still alive and well. If the actor has broken any rules, he alone should bear the consequences.
