I honestly think the problem is BOTH of them, not just the FL. Yes, she prioritises her career and wants the relationship hidden, but given their workplace policies, I actually understand her. She works in an environment where dating a superior can create accusations of favouritism and potentially jeopardise her career. She doesn’t want anyone thinking she got her position or her success because she’s sleeping with her boss. She genuinely wants to succeed on her own merits, and there is absolutely nothing wrong with that.
The problem is that they both want more but neither wants to be the one who looks like the fool. They love each other, but they’re both guarded, constantly assuming what the other person is thinking instead of actually communicating it.
