As far as I can tell, neither actually, at least legally. She's the daughter of a previous relationship of an unnamed lady Hae's dad was with and then she disappeared leaving her daughter with Hae's dad. They weren't married or anything so legally they are nothing, at least at the start. I'm guessing Hae legally made himself her guardian at some point though, but that wasn't shown

I'm impressed by the quality of the foreign actors. A lot of times in k-dramas it just feels like they pulled a random [white] person off the streets. This feels a little more thought went into the casting.

It doesn't. The two leads are almost of the same age. The romance is intense and they have great chemistry. Nothing whatever the above comment said is in it.
