Due to his reputation, his achievement and his ability, no-one would let him go. Even if he said he wanted nothing, his brother princes or some political parties always considered him as a threat. Cui Lin just tried to make him understand the situation: Li Ni was in danger and if he did not become crown prince, others would try to eliminate him. She used herself as a bait and motivate/force him to take action 2. Cui army was founded and existed for several generations of Cui family. Her father run that army for decades (before the previous king was killed). And the purpose of that army is to help the kingdom (the king as the ruler) as well as protect the country border and the citizens. Dissolution of Cui's army was schemed by opponent political parties (here is Mr Gu), thus they eliminated General Cui's influence to the court and the future crown prince.
