I do think Thi likes Noey but he is obviously observing him more first because he is cautious. He always notices when Noey does something nice, he said it out loud that being in the gang is cool. He had a little smile on when Noey let him wrap his hand around his waist on the bike. But again, he can't fully trust Noey yet because of the way they first met. But Noey is obviously starting to like Thi more, that's true.
In this episode it's pretty clear Noey has feelings for Thi and Thi has feelings for Noey but they don't fully understand their feelings yet. LOOL I know what you mean but honestly even if they do a fake angle kiss in this one it's okay, I would understand because they would have a reason for not showing a proper kiss. But it won't be bromance. In one of the MV endings Noey actually declares to his friends that he will be pursuing Thi. No way to explain that from a bromance angle.

For me it's pretty clear what the goal is. It is obvious from the trailers and whole running theme of show. The goal is them finally accepting one another and learn from one another while falling in love.
