I think you may have been confused with the first life Xie Wei. The second life Xie Wei never want to rebel the current emperor.
First life XW rebelled with YL because his uncle (Marquis Yan) was killed and almost whole Yan family was massacred by Marquis Xue, on the emperor’s edict.

Emperors are always paranoid with their best general that has strongest troop. He needs Xue family to control Yan’s family but he tried not to let Xue massacre the whole Yan family by purposely gives an incomplete edict, and he was sure XW will be able to control the situation. Sly of him.

maybe drama direction changed him. According to comments I read posted by novel readers, XW was quite despicable in the first life. It was shown much in the drama though
