I am so surprised by the rating... 7.7 is usually for near trash or basic shows on mydramalist which have been rendered enjoyable only by the actors or the such. Reverse 4 You has such great production values, storyline and great actors carrying it. So so surprising. It deserves a 8.5 or more overall rating, even going by the normal scale on which MDLers vote!

It cannot be him, I have decided. It just can't be Togashi. They are obviously trying to mislead us but I do believe Togashi did place the phalanges on the table in front of the alcohol shop. They were kept at his home, or somewhere leading to him which is why he silently suffered the entire second half of episode 2. He had to recover from his grief, just enough, to place them elsewhere.
Furthermore, Togashi blames Mio's father Yanagi for something. Either the disappearance of his sister or the murders or both. It would explain Yanagi's seemingly selfless devotion to caring for Togashi's mother.
