I think Chay is growing up, somehow also if he had traumatic experiences it seems like everything was filtered by Porche and that allowed him to be a bubbly trusting and cheerful person, now he got 2 traumas at almost the same time, it's obvious that a kid in that situation will loose his track and also it's something pretty normal to do, that's what big brothers and parents and parental figures are made for, to help you get again in the right track, and also if it was not in a really smart way that's what Kim tried to do, but also Kim is somehow a kid so he is allowed to make mistakes...

If you think about it he was a little bit stalkerish. Kim kept pushing him away all the time, but he kept pushing to see him and interact with him, the only time Kim came to him was in the house and it was in theory for giving him " a lesson". If you think about it without the whole " I interact with you because I want to discover something about your family" Chay would be the one that using kim kindness tried to get something else. So let's say that one is faulty for the fact that he kept pushing when there was no interest on the other side and the other is faulty for giving fals hopes.

I have different ideas on that sentence. Maybe he was referring to the fact that Pete is a pure soul (really nice person) so there is really no reason to punish him. It could also be something he said simply hoping that Pete, cornered, would ask what he wanted. It can also be what you wrote, he wants more and the only way to have more is having Pete being truthful and ask what he wants...
Can I say that I like the VP story more in the tv series than in the book? I liked the fact that they gave context to why Pete would start liking Vegas, there was less non consensual violence, and always somehow connected to a triggering episode for Vegas, they gave them some strong emotional moments to develope a connection. To me it didn't feel strange that Pete kissed Vegas, the moment was right... Maybe I would like to see Pete a little bit confused from what happened in the next episode, when rationality will start to kick in again...
