I think it would be a bit irrational to think that Big Mouse isn't one of the main characters. In most stories, it always ends up being one of main characters who ends up being the mystery character. It reminds me of the novel "Murder of Roger Ackroyd" from Christie. The main culprit is the narrator, just like in this drama. So Park Chang Ho would be the likeliest suspect.
One thing that I find really strange is that Park Chang Ho is supposed to be an incompetent lawyer who can't seem to be witty for his own sake. He appears naive in most occasion, but how come when he got hired by the mayor, he didn't act as much surprised or hesitant about what the mayor asked of him.
I mean, anyone who leads a normal life would be suspicious if someone asks you to meet late at night in some deserted area and gives you some money in a bag, just like a dealer. But PCH looked like he used to do that before, and even asked for more money.
Then there's the fact that he managed to introduce a listening device in the penitentiary center and spy on the VIPS without them noticing, recording them. He managed to trick the wife of one of the VIPS in order for her to give him the recording tape.
In some moments, he acts like an idiot, and in other moments he acts like a professional mastermind. The fact that he is an incompetent lawyer would actually help him to lead his life as a conman. He can lay low that way but still make connections thanks to his job as a lawyer, and scam people easier. I don't think he had a personality disorder before his car accident, but maybe after the accident, it's possible, or maybe amnesia. He's Big Mouse anyway.
