Everyone here is assuming that when she goes to jail she will be left without help with her withdrawal or anything. Making drugs a light issue and giving drug addicts a pass will lead to much more serious problems.
People still commit crimes although there are punishments, imagine having a pass to abuse drugs as you wish as long as you have access to it.
