It is annoying when done badly. Unfortunately, it's protocol that in Chinese shows everyone speaks "standard"…
I don't think it's a question of budget. My ex, a Thai, often watched this kind of Chinese series, always dubbed in Thai by the same 2 people (one man, one woman). In this, I immediately had the impression of hearing the 2 people from the series he was watching at the time. It weirded me out, and I still don't like it!
Am I the only one who finds the dubbing horrible? It makes the series unwatchable. My ex (Thai) often watched Chinese series of this style dubbed by these same people and for me it was impossible.
BTW, this new version of 2 MOONS is solving problems of the first one : 1/ Gotd & Bas are not such good actors (sorry, not sorry !), Ben & Earth are better 2/ First version is so sloooooooow ; now you have a full season with 4 episodes only ;). So we can have the full story with only one season, no need to wait 2 years anymore !
