they can't punish them super illegally anymore (locking criminals up in a private prison, killing them, and etc) as they vow in the previous season 1. They're sort of doing justice in a grey area in terms of morality. So it's more of mentally or psychologically torturing them to regret and be in despair or sending them away somewhere to suffer with no hope.
