They're not stranger's to the concept either that's what doesn't make sense. Like their culture somewhat based off those concepts so if this was a western show I'd understand but for a Korean show it's unacceptable . If so Yong was actually there the whole time then there show have been some kind of power struggle wouldn't you think. I feel like the reason has to do with pacifying homophobic people because maybe some people couldn't accept the fact that Bo Hwan's previous body was that of a man . Although I say Korea is handling LGBTQ pretty well, I imagine a lot of people still haven't come to terms with the fact that people will choose to live their lives that way so they just botched the end in hopes of trying to pacify both sides. That's just my though though
I'm not satisfied with the ending at all because for me the person the king fell in love with was Jang Bo Hwan. It doesn't really make sense to me because now even the queen's dictionary is meaningless. The modern thinker was also Jang Bo Hwan in the first place so even though the queen has some of his memories there really wasn't any precedence of her harboring the same thoughts as him so her reforms have no ground. Even the King was enlightened by Mr. Jang but nonetheless it was a fantastic show.
