About the names on the list... What if the mayor simply thought that Ji Hoon had the wrong names and so he didn't know the real ones? Like that, it would makes sense for him to give Chang Ho the wrong list at first. But I doubt he is Big Mouth, but it is a possibility.

He is not extremely thin and the previous actor is not super muscular, either. But on recent LJG's photos, it looks like he gained some muscle, check it out. Also, he is amazing at martial arts, so I don't worry about this aspect.
