they don't... not every case must be full of action, not to mention episode 8 is literally full of action and intense scenes

To be fair, only literally few dramas have 8,9 + rating, and there are indeed lot of good dramas rated below 8, I would say below 7,5 its likely not really good, but bot always the case, esecially with movies
