Ironically, believe it or not, bodies of water is usually involved with many unexplainable legends and myths. For example, whenever there are reports of time slips, time travel, and parallel world glimpses and travels, water is almost always involved. It can be a body of water or there was heavy rain. You cae serach it, there are so many legends and myths of this around the world.
However, the Koreans are the only ones who actually turned it into a serious trope. Possibly also deeply rooted in ancient Korean culture. The rest of the world is just random yet many.

A typical evil person is someone who grew up in the worst environment anyone can imagine and often dismiss. Parents who were mostly absent, or parents who are mean. Parents who taught them bad things. The kid only saw everything that is evil, so the kid grew up that way.
A typical evil character is not someone who was born that way. No one is born evil, and as I've said, humans are inherently good. It's the environment (a.k.a. the people you surround yourself with) that shapes us.
So, just think of that. The main villain is just that, a typical evil character. If they explore his background, it's a bonus. Although I doubt they will since the plot is about the ML's revenge.

That's how we do it here in the Philippines. Either you keep it to yourself and be an arse, or you return it through the police station, news media office, or anywhere where there are witnesses. And you do it on your terms as an extra precaution (just in case they set up a public place that they already scouted).
The ML did everything wrong, including the "second" victim. They were both blinded by money. Seriously, the mere fact they offered a reward is itself a red flag. And the second you saw the place is suspicious, come on.
A reward that is offered like that is nothing but a carrot. Once you bite it, it's game over.

It is possible and can happen in real life. The only reason it is not happening yet is because humans are inherently good people. And you can't really make psychopaths work together unless they're blood related or grew up together. So it's not easy to form such a group.
And who's to say it isn't happening or hasn't happened already.
Basically, the background of that villain is your typical evil person who is actually using their genius brain to create a pretty much solid enterprise. Until, of course, they meet their match. (It's the reason why we don't have a one world government yet, there is always someone who'll match a good or bad person. Sort of a balance by the universe.)
