I don't think he was wrong to be upset. As others have pointed out this is his first relationship so he is inexperienced. He has only ever had one crush that ended up being unrequited and with him getting his heartbroken. He had to help his crush pick out a present that he thought was for him. He mentioned to the crush twice on the way to buy the gift that he pretty much thought it was for him. But the crush didn't correct him. He only found out after picking it out and buying it that it was for someone else not him. Then to find out that Jong Chan was the recipient of the gift that led to/caused his broken heart would be shocking and upsetting. And even possibly brought back painful memories.
Where I think he was wrong was running away and avoiding Jong Chan instead of talking to him. Because Jong Chan did nothing wrong. When he dated the ex he didn't even know Seung Hyun so he couldn't/wouldn't have known about his crush. And it's not his fault that the crush liked him and not Seung Hyun. And he didn't know that Seung Hyun had to help pick out that pen. But he did understand that it would have been a painful and heartbreaking moment. But as he said he can't change the past and undo what happened or Seung Hyun's heartbreak.
Jong Chan being older and having relationship experience was trying to be understanding of the fact that Seung Hyun is inexperienced and took the lead in resolving the issue. But I hope going forward Seung Hyun won't just run away and avoid and will learn to talk through and work out issues.
What’s the meaning/story behind the name of the library?
Don't know what the meaning of it is. Tried to look it up but couldn't find anything. But the story is that it's a name that Noey calls Thi for some reason. So naming the library that is a thing Noey did for Thi. Which is why Thi smiled when he found out.
It has the initials NYS on it (NA Yoo Seong) Seung Hyun's first crush/love and friend. Since Jong Chan had the pen Seung Hyun thinks that there is something going on between Jong Chan and Yoo Seong.
Don't know if they are following the webtoon exactly but in it Jong Chan and Yoo Seong did date. Seung Hyun liked Yoo Seong but then found out that Yoo Seong had a boyfriend. Yoo Seong asked Seung Hyun to help him pick out a present for his boyfriend and the picked out that pen with Yoo Seong's initials to give to his boyfriend. Seung Hyun never knew who Yoo Seong's boyfriend was.

I can understand her being upset. He told her he was spending his birthday alone because he couldn't spend it with her and their regular group of friends were busy. She bought a cake and skipped class to video call him and celebrate his birthday. And not only did he not answer her call she had to see a picture of him celebrating his birthday with a new girl friend that she knew nothing about. He had icing smeared on his face and sitting close to the other girl smiling happily. Then when she called him the other girl answered his phone, which for me is a BIG NO!!
If you are in a relationship or like someone and want to be in a relationship with them then you don't let some other girl/guy answer your phone without your s/o previously knowing about this other person. That will for sure cause misunderstandings. I for one don't let anyone other than my s/o answer my phone without my permission. And will get mad if someone does answer it without my permission. But with that being said I do agree that she shouldn't have cut him off. I understand her misunderstanding and being upset but cutting him off without finding out the truth solves nothing and was very immature.
