This is my opinion on why it felt like it was so slow and boring and had a chaotic plot after watching the first half:
The first 2 episodes were superb due to their fast pace, which I appreciated. But thereafter, it became confusing. I think the writer cannot decide if he/she will focus on romance, political plot, investigation, or the villain.
In the few episodes I thought the one who killed her entire household would find and confront her easily, but it didn't happen, although they know where she is. The brother/sister and amnesia conflict must be discovered in the first half so that the viewers can focus on the political, growing romance of the leads.
They dragged too much on the ML, FL and 2nd lead tug-of-war romance. The case of each woman is so long I fell asleep sometimes.
However, I will finish it simply because I love both lead characters and their romance, particularly that of Shu Jun and Prince Rui.
Episode 11: Jeezzz... Lu Chang and Mingshu's relationship gives me a headache...
Right now I'm rooting for Prince Rui and Shi Jun. Love how the playful Shu Jun complements the serious Prince Ru Yui. LOL... He thought she would react to his rejection on the wedding day. She slowly makes him do little things. I guess, I love simple romance.. LOL

Kang Ning and chai ann is also great but sometimes exhausting. The same with the second.
