You are so right! I actually haven't though much about modern fantasy Cdramas, but now that I think about, it, I can't seem to name that many. It has something to do with the bans, I know that for sure. There are not many Cdramas with heavy fantasy with those Xianxia and Xuanhuan elements, but here are some modern fantasy ones:
-Fairyland Lovers
-My Girlfriend if An Alien
-Rattan (Republican Era, I think)
-Destiny's Love

And I just learned of Legend of Awakening as a Xuanhuan. I've heard of it, but didn't notice the 'Xuanhuan' tag. The things we learn everyday!
