I think that's the case. People also initially complaining some scenes cut in The Forbidden Flower but they cut it for better build up and pacing.

Hollywood movies also sometimes have something in trailer but cut/changed on final release.

It is director decision probably. Intimate scenes sporadically removed from Unchained Love because they try to make drama funnier and light. Also kiss scenes just like any other scenes can be cut and unused on final product. But people never bother if some non kiss scenes cut.
